Under the Act of March 25th, 1794, the Trustees were elected annually on the second Tuesday of May. The Village of Troy became the City of Troy in 1816.

Under the Act of April 12th, 1816, the mayors were appointed by the Governor and Council of Appointment until 1822.

From 1822 to 1840, they were elected annually by the Common Council.

Under the Act of February 13th, 1840, they were elected at the charter elections on the first Tuesday of March, in every year.

Under the Act of May 3rd, 1870, they were elected once in two years.

Under the Act of May 11th, 1880, they were elected at the general election in November.

Under the Act of May 3rd, 1870, the comptrollers were to be nominated by the Mayor and confirmed by the Common Council, to hold the office for a term of three years.

PUBLIC IMPROVEMENT COMMISSIONERS 1889

By the Act of Legislature approved on May 29th, 1889, the Mayor was empowered to appoint seven persons to "constitute a commission" to be known as "the public improvement commission," whose terms of office were not to exceed a period of seven years from the passage of the Act. The votes of not fewer than four of the commissioners are required to elect their successors.
